A tropical storm has dumped torrents of rain as it swept past the Philippines, knocking out power, churning seas over the past 10 days.

The region of Manila has been severely affected with 80 percent of the city paralysed by the tropical storm Saola.

The death toll has now reached approximately 72 with more than 263,000 residents being displaced, with an evacuation notice issued.
