Drivers under 20 could soon be banned from drinking any alcohol before they get behind the wheel.
The Government hopes to pass a new zero-alcohol-level law in a bid to reduce the road death toll, according to the New Zealand Herald.
Transport Minister Steven Joyce told Radio New Zealand he thinks "it is likely to get through".
Currently teenage drivers have a 30mg alcohol limit.
The Alcohol Advisory Council (Alac) has welcomed the Government initiative.
Council chief executive Gerard Vaughan told reporters Alac had been pushing for some time for a zero limit for young drivers and that the "amount you can drink under the current regime is ridiculously high".
Alac also wants to see the current limit of 80mg per 100ml of blood for adult drivers reduced to 50mg.
Mr Vaughn said current alcohol limits allowed a man of average height and weight to consume six standard drinks, or about three-quarters of a bottle of wine, within 90 minutes and a woman to consume four standard drinks, or about half a bottle of wine.
